It connects to the back of your mobile router. You then have to go into your router settings and turn on the external Ariel. Switch it from internal Ariel to external in the settings.

Q: Is this to help receive the signal to the router, or to boost the output from the router?

It is basically and aerial to pick up the 4g signal from your provider. It does nothing to the WiFi output

Q: Does the orange washer go between the base and the roof of vehicle rendering the seal useless or under the roof insulating the antenna from the roof

it goes between the base of the antenna and the roof if you are putting straight on the roof if using the bracket then it is there to keep it water proof. hope this helps
