No, POE is "Power over Ethernet" which basically means the ethernet cable provides power to this camera which this camera is not designed for POE. However, the ethernet cable port for this camera is only used for TWO things. Firstly, when you initially set up the camera then it is best to use the ethernet port using an RJ45 cable until you have set up your Wi-Fi and then you can unplug it. OR, you can have an Ethernet cable(RJ45) always plugged in if your Wi-Fi signal is poor but you ALWAYS need to have your power supply plugged into the camera.

Q: It was working fine but now it just says connecting every time I go into the CamHi app?

I don't have the camera but a few troubleshooting ways if you might want to try. 1-See if the camera is connected to wifi, try with LAN cable, if LAN works and wifi doesn't then somehow camera has lost wifi, this is not uncommon 2-If you know how to check connected devices in router configuration page on a laptop or desktop connected to the same wifi network, see if you can find your camera there, better disconnect any other phones etc at this point to see least number of devices at this point, if you don't see any devices except your laptop/desktop 3-The app can be the problem, try resetting the app only on your phone. 4-If all else fails, camera reset is your option, coming back to step-1 , if the camera is working with LAN and not with wifi then there is a possibility that the wifi circuit has problem and may be permanent one.

The camera can be rotated as well as tilted to cover all angles

This is not a POE camera. It will ALWAYS require power via the provided power supply. The only time you use the ethernet port is when first setting up the camera to configure the Wi-Fi and if you have a weak Wi-Fi signal but the Power supply is ALWAYS needed.
