Had issue that it broke off after about a week of sun and wind. Can’t use it as it blows into water after it broke off

This scare tape is of no use to me at all. I hung them on the fence of my yard. Still hung up a lot. But the birds still visit my yard. What's worse, I can't return the tape cos I used one one them. Wasted money!!!
